August 31, 2018: Update – Pile Driving Activity for Neptune Overpass Extension

Pile driving work on Neptune’s overpass will continue on Tuesday, Sept. 4th. This work will be done Monday to Friday only, between 7:30 am and 6 pm.

For the last several weeks, we have been testing various methods of hammering in order to find the one that meets engineering requirements, as well as acoustic and air emission limits. As a result, pile driving activity has occurred only intermittently.

We have now selected a hydraulic hammer as the most effective, and are able to resume work on a more regular schedule. As previously committed to (see previous notices), pile driving work for the overpass project will now be completed within approximately 4 weeks.

August 10, 2018: Update – Pile Driving Activity for Neptune Overpass Extension

Work is ongoing to construct Neptune’s overpass extension (please refer to previous notices).  This requires us to build two abutments as the foundation of the structure (north and south), prior to the installation of the overpass itself.

We continue trials with various methods of impact hammering that will meet both Acoustic and Air Emission regulatory limits. Once a successful methodology is determined, piling will begin on a more regular basis until the work for both the south and then north abutments is completed. We will update the schedule once regular piling resumes, however we expect that it will still last for 25 days from that point.

Impact (hammer) piling will be done Monday to Friday only, between 7:30 am and 6 pm.

Neptune has previously employed this method of pile driving in 2012, and acoustic consultants have determined that while the noise was audible in the community, it was below the levels allowed by City of North Vancouver bylaws.

July 27, 2018: Update – Pile Driving Activity for Neptune Overpass Extension

Work is ongoing to construct Neptune’s overpass extension. (Please refer to July 6th notice below.)  This requires us to build two abutments as the foundation of the structure (North and South), prior to the installation of the overpass itself.

We have completed the first of three tiers of work on the South abutment. The second tier of work will require us to sink piles at a depth greater than 10 meters. Geotechnical engineers involved in the project have informed us that it will be necessary to use an impact hammer for this tier of pile driving in order to prevent degradation of soil strength, rather than a vibratory hammer as previously planned.

This work is expected to begin on Monday, July 30th and last for no more than 25 days.  It will be done Monday to Friday only, between 7:30 am and 6 pm.

July 6, 2018: Update – Construction of Neptune Extension to Low Level Road Overpass

Pile driving for the Neptune overpass extension will begin on July 9, 2018 and is expected to conclude in October 2018. Work will be done between the hours of 7:30 a.m. to 6:00 p.m. Monday to Saturday, and will comply with City of North Vancouver noise bylaws.

This work was announced in February 2018, but was delayed (see previous notice below).

 

February 2018: Neptune Terminals Extension to Low Level Road Overpass

Neptune Terminals has received a permit from the Vancouver Fraser Port Authority for an extension to the existing Low Level Road overpass to create an eastern overpass and ramp leading directly into Neptune. This section of road will be private, on Neptune leased land and not intended for public traffic. It will be used for heavy industrial transportation vehicles and to enhance safety by enabling easier access for emergency vehicles.

Neptune and its contractors do not anticipate any impacts on the local community as a result of construction. All work will be done between the hours of 6 am and 6 pm, Monday to Friday, with only quiet activities occurring between 6 am and 7 am. Should extended work hours be required for any phase of construction, an update will be provided on our website and by email to list subscribers.

  • Noise will be continuously monitored, and we are committed managing construction within noise levels allowed by City of North Vancouver bylaws.
  • Lighting will be limited to temporary construction lighting, directed away from residential areas.
  • No tower cranes will be required during construction; we will be using some mobile cranes which are not anticipated to have any visual impact on the community.
  • Local traffic is not anticipated to increase during construction or once the overpass extension is completed and in operation. Contractors will be using busses or vanpools to travel to the site. There may be occasional deliveries of oversized truck loads, but these will be restricted to off-peak traffic hours.
  • Pile driving will be required between April 24 and September 1, 2018 to construct the foundation of the overpass. Noise associated with this activity will be mitigated by maximizing the use of a vibratory hammer as opposed to an impact hammer, and will comply with permitted municipal noise levels.
